A. KSEI Service Products

As Depository and Settlement Institution in Indonesia capital market, what kind of services does KSEI provide?

In general, services KSEI provides for Account Holder are as follow: 

  • Asset management services that comprise of Securities Account Opening, Closing, and Blocking, as well as Account Holder Data Change
  • Central Securities Depository Services are inclusive of:
    1. Securities Deposit: a service to convert Securities certificates into electronic records.
    2. Securities and or fund withdrawal: a service to withdraw Securities and or fund from KSEI system called The Central Depository and Book Entry Settlement System (C-BEST).
    3. Securities and fund reconciliation: to assure data matching between Securities Account in C-BEST and balance record in relevant institution. 
  • Transaction Settlement Service, both for Settlement of Stock Exchange Transaction and Over-The-Counter Transaction. Stock Exchange Transaction Settlement is a service to perform book-entry between Securities Accounts based upon instruction from PT Kliring Penjaminan Efek Indonesia (KPEI). While Over-The-Counter Transaction Settlement is a service to perform book-entry between Securities Accounts based upon instruction from Account Holder.
  • Corporate Action Service: is a service to directly distribute rights upon Securities by crediting into Securities Account.

Who can become KSEI's Account Holder?

Pursuant to Bapepam-LK Regulation Number III.C.7 dated January 15, 2003, KSEI’s Account Holders are: Securities Companies and Custodian Bank as well as other institutions upon approval from Badan Pengawas Pasar Modal - Lembaga Keuangan (Bapepam-LK).

How to become KSEI's Account Holder?

To find out about the registration procedures and document requirements to be fulfilled, you can openhttp://www.ksei.co.id on Service Products Menu. Generally, the requirements for becoming KSEI’s Account Holder are quite simple. Submit the application to KSEI by filling out Registration Form, signing up agreement and attaching relevant documents as determined by KSEI. After being approved, Account Holder deserves to own several Securities Accounts. 

B. KSEI Products

What kind of Securities can be kept in KSEI?

KSEI can perform depository of various kinds of Securities, namely: Stock, Corporate Bond, Rights & Warrants, Medium Term Notes, Negotiable Certificate of Deposits, Promissory Notes, Commercial Paper, Surat Utang Negara, Sertifikat Bank Indonesia, Sukuk and Mutual Fund.

I am conducting research about Securities registered in KSEI. How can I get such list?

To get the list of Securities registered in KSEI, please go into http://www.ksei.co.id On the left side of front page, there is Registered Securities Menu. Please click on Securities you need.

What is the benefit of Securities Account? And how to operate it?

Securities Account opened in KSEI will be used to record Securities and fund position owned by Account Holder. If Account Holder performs deposit of Securities or fund, position of such Securities or fund will be recorded in Securities Account in name of Account Holder. Several types of Securities Account as well as the way they are operated can be explained as follows:

Delivering Account: 

Is Securities Account that is used to deliver Securities or fund for Stock Exchange Transaction settlement. Securities Company that has delivering obligation is obligated to have sufficient Securities/fund position in Delivering Account on settlement date.

Receiving Account: 
Is Securities Account that is used to receive Securities or fund of Stock Exchange Transaction settlement result. Securities Company can transfer Securities or fund kept in Receiving Account to Client Account or appointed portfolio by delivering transfer instruction to KSEI.

Lending Borrowing Account: 
Is Securities Account that is used to receive Securities of Securities Lending Borrowing result. Securities Lending Borrowing is one of the services provided by PT Kliring Penjaminan Efek Indonesia to deal with Stock Exchange Transaction settlement failure.

Collateral Account: 
Is Securities Account that is used to receive Securities and or fund placed as collateral for Securities Company in performing Securities transaction settlement. Securities and or fund kept in this account will be treated as trading limit to Securities Company, and it shall be used to accept receiving right of Securities and or fund if Securities Company encounters delivering failure. Securities Company can withdraw Securities and or fund from this account upon approval from KPEI.

C. Corporate Action Activity

As the Public, what does Corporate Action really mean?

Corporate Action is every action taken by Registered Company (Issuer) providing rights to all beneficiary owners upon Securities to get cash dividend, stock dividend, interest, bonus stock, right, warrant, or other rights. In the process, KSEI inputs schedule of corporate action activities into C-BEST system based upon notification from Issuer, the system will later distribute it in form of announcement to Account Holders. The notice will be delivered electronically, either by email, website, or C-BEST announcement. Afterward, on distribution date, KSEI will distribute rights upon Securities kept in Securities Account.

D. Services For Investor

How can investor get services KSEI provides?

Investor can take advantage of services provided by KSEI through Securities Company or Custodian Bank where Securities of investor are kept and managed. If investor intends to deposit Securities owned to KSEI, the first thing to do is to ensure that such Securities have been registered in name of investor, then, have them deposited through Securities Company or Custodian Bank.

As new investor, what kind of rights can I get through KSEI?

Every investor, who becomes client of KSEI’s Account Holder, deserves to have Sub Securities Account. Pursuant to Bapepam-LK Regulation Number III.C.7 regarding Sub Securities Account in Depository and Settlement Institution issued on January 15, 2003, PT Kustodian Sentral Efek Indonesia (KSEI), as Depository and Settlement Institution, have provided Sub Securities Account facility for depository of Securities and or fund of respective KSEI’s Account Holders (Securities Company and Custodian Bank).

What is Sub Securities Account?

Sub Securities Account is Securities account of each Account Holder’s client registered in Securities account of Account Holder in KSEI. Account Holder that performs the administration of clients’ Securities accounts is entitled to forward application of opening, closing, or blocking of Sub Securities Account in name of each client in KSEI. For your information, KSEI collects no fee for this (it’s for free). Description of Sub Securities Account can be found through http://www.ksei.co.id on Account Holder Menu.

What are the purpose and benefit of Sub Account for Account Holder?

The Purpose and Benefit of Sub Account are:

Purposes:

  • To help Account Holder to perform the administration of client’s Securities kept in KSEI.
  • To assure of disclosure of Account Holder book-keeping system in KSEI in order to provide protection to investor upon investment made.
  • To perform recording separation of Account Holder’s and client’s assets as protection to investor.


Benefit:

  • The main benefit for Account Holder is efficiency that is obtained by the time Corporate Action activity is performed, among others are: distribution of dividend or bonus stock, by which Account Holder no need to deliver list of clients to KSEI. Such list of clients can be obtained by KSEI directly through Sub Securities Account data on Recording Date. On distribution date of such dividend, KSEI will directly distribute dividend to each entitled Sub Securities Account.

E. Technology System

What is C-BEST? Can I have direct access to C-BEST?

C-BEST is high-technology computerized system designed to replace manual Securities depository and transaction settlement system which can only be accessed by KSEI’s Account Holder. Ever since scripless trading is applied, all Securities kept in C-BEST are transacted at Stock Exchange. Communication between Account Holder and KSEI is conducted through instruction delivery, inquiry of activity as well as reporting through C-BEST application which can be accessed through internet. What kind of benefit does C-BEST offer?

As a high technology book-entry system, C-BEST will provide comfort, security, and efficiency to all KSEI’s service users. Not only it reduces load of transaction settlement (in terms of time, cost, and Human Resource), C-BEST is also capable of assuring transaction settlement security (lost, falsified, or stolen stock) and providing easiness in distribution of Corporate Action. In line with better comfort and security in transaction making, intense transaction settlement can automatically be performed in efficient way with high accuracy level.

What is ORCHiD?

ORCHiD is the abbreviation of Online Research and Centralized Historical Data, an on-line system facility that provides historical data, including report of Account Holder activities performed in C-BEST.

What kind of report can be obtained from ORCHiD?

ORCHiD Report is divided into 4 (four) major parts, namely Batch Data; ORI Function, Download Report and Onrequest Report. Each module has been completed with Search File menu that enables Account Holder to search data on certain date.

  • Batch Data is a txt report which contains of information about balance, movement, instruction, tax id and certificate of resident (list sub account), unmatched instruction, price and prematch.
  • ORI Function is a module that can be applied by Account Holder to perform Sub Account number checking of prospective client to avoid number similarity as well as to perform checking upon name and number of Sub Securities Account between KSEI and Account Holder.
  • Download Report is a pdf report which contains of information about C-BEST Report, Custom Report and Invoice Report. C-BEST Report is a report that can be obtained from C-BEST by Account Holder, such as Announcement Letter for Corporate Action, Account Statement and Member Entitlement, etc. Custom Report is a report which is usually delivered by email by KSEI, such as Sub Account List (Sub Account Opening Confirmation). Invoice Report is a report that relates to Invoice C-BEST (Invoice, Invoice Text and Standard Invoice).
  • Onrequest Report is a report that is provided by KSEI and is not available in menu report of C-BEST. Information available in this module is Generate Report comprising of Account Statement, Instructions and Download Reports. Download Reports is a menu to take result of activities performed by Account Holder on Account Statement and Instructions menu.

How can I get access to ORCHiD?

Account Holder can forward written application in specified format, fill-out registration form, and provide Letter of Authority for ORCHiD extraction, in the event that PIN Code letter from KSEI is taken by unauthorized functionaries.

When will such fee be charged to Account Holder?

The fee will be charged together with C-BEST service fee.

F. Miscellaneous

Does KSEI provide protection toward assets of investor?

KSEI provides protection toward assets of investor in form of security, confidentiality or transparency of information upon Securities of investor kept in KSEI by launching Investor Area Facility on June 18, 2009 which later called KSEI AKSes Facility (Securities Ownership Reference). Hopefully, AKSes Facility can provide better protection to investor and improve the investor trust to invest in Indonesia capital market.

What is KSEI AKSes Facility?

KSEI AKSes Facility is an information access facility through internet network provided for investor to monitor position and mutation of Securities owned and kept in Sub Securities Account in KSEI where investor is registered as client. KSEI collects no fee either to the Account Holder or investor. You can obtain detailed information about KSEI AKSes Facility, in form of brochure or manual book, at http://www.ksei.co.id 

What are the benefits of KSEI AKSes Facility?

The benefits of KSEI AKSes Facility to investor are as follow:

  • Investor can have real-time access to Securities ownership data and its mutation in Sub Securities Account kept in KSEI system (C-BEST) up to the last 30 days.
  • It gives easiness to investor to conduct report consolidation of other owned portfolios spread out in several Securities Companies or Custodian Bank. 
  • It improves the trust and sense of security to investor to invest in capital market by opening Sub Securities Account which can be directly monitored by investor himself.
  • It provides additional information required by investor transparently in Indonesia capital market.

Does KSEI AKSes Facility also provide benefit to Account Holder?

The benefits of KSEI AKSes Facility to Account Holder are as follow:

  • It provides accountable information in connection with provisions prevailing to investor as the client.
  • It serves as communication tool in directly delivering and presenting information in form of inquiry or report with accurate data to the clients
  • It reduces costs of communication, printing, and delivery of report.
  • It enables further and more specific development based on Account Holder’s needs in term of better communication tool between Account Holder and its clients.

As investor, I'm interested in getting KSEI AKSes Facility. What are the requirements?

The application of KSEI AKSes Facility can be forwarded only by investor who already has Sub Securities Account in KSEI. By having such Sub Securities Account, investor is entitled to ask for KSEI AKSes Facility, and Securities Company or Custodian Bank, pursuant to Bapepam-LK letter Number S-4882/BL/2009 dated June 8, 2009, must respond to such request.

How can investor get KSEI AKSes Facility?

  1. Forward the application through http://akses.ksei.co.id 
  2. Click AKSes logo in the left on top or Investor Area title in the right on top of website.
  3. Click ‘Create Your Own User ID for the First Login’ when perform first login.
  4. Complete and fill in data investor form.
  5. Print the completed form to be forwarded to Securities Company or Custodian Bank where investor becomes client together with investor identity card (KTP/Tax Registration Card/Passport).
  6. Having gone through verification and validation process of investor data, Securities Company or Custodian Bank will deliver the application of AKSes Facility to KSEI.
  7. Based on such application, KSEI will issue AKSes Card which indicates Investor ID and Pin Mailer with Pin Code to investor through Securities Company or Custodian Bank.
  8. By using Investor ID and Pin Code, investor can go into Investor Area facility through the internet at  http://akses.ksei.co.id

How can investor make first access to KSEI AKSes Facility?

  1. Type the link http://akses.ksei.co.id on Internet Explorer 
  2. Click AKSes logo in the left on top or Investor Area title in the right on top of website.
  3. Click ‘Create Your Own User ID for the First Login’ when perform first login.
  4. Input the following data:
    1. Investor ID Number, at front page of AKSes Card.
    2. Check digits, at back page of AKSes Card.
    3. Pin Code available on Pin Mailer.
  5. Click ‘Next’.
  6. Input the following data:
    1. User ID: 8 (eight) alphanumerical characters at minimum.
    2. Password: using pin pad available on the screen. 
    3. Confirm Password: repeat Password that has been input.
    4. E mail: email address.
    5. Secret questions: answer 5 (five) questions provided based on investor preference.
  7. Click ‘Next’.
  8. Having read it entirely, click ‘I agree with the term and conditions’. 
  9. Click ‘Submit’.

What if Investor has more than one Sub Securities Accounts in different Securities Company?

The application of KSEI AKSes Facility can be forwarded only by investor who already has Sub Securities Account in KSEI. By having such Sub Securities Account, investor is entitled to ask for KSEI AKSes Facility, and Securities Company or Custodian Bank, pursuant to Bapepam-LK letter Number S-4882/BL/2009 dated June 8, 2009, must respond to such request.

G. Layanan Administrasi Prinsip Mengenali Nasabah (LAPMN)

What is the Know Your Customer Principles Administration Service (LAPMN)?

The LAPMN (Layanan Administrasi Prinsip Mengenali Nasabah or Know Your Customer Principles Administration Service) is a centralized database that stores the data and documentation of existing and potential customers. LAPMN Users can use this database to support their Customer Due Diligence (CDD) and/or Enhanced Due Diligence (EDD) activities as specified in Article 1 Paragraph 2 of Financial Services Authority Regulation Number 15 of 2023 on Know Your Customer Principles Administration Services.


KSEI provides the LAPMN service through its CORES.KSEI (Centralized Investor Data Management System) platform.

Which parties are obligated to be LAPMN Users?

Based on Article 7 Paragraph 3 of POJK Number 15 of 2023, the parties that are obligated to be LAPMN Users are:

  1. Securities Companies
  2. Investment Managers
  3. Custodian Banks
  4. Mutual Fund Selling Agents
  5. Securities Broker-Dealer Marketing Partners (PPE)
  6. Client Administrator Fund Account (RDN) Administrator Banks
  7. Crowdfunding Arrangers
  8. Other parties determined by the Financial Services Authority (OJK) to be LAPMN Users.


Article 8:

Securities Companies that conduct businesses as a Broker-Dealer, Investment Manager, Custodian Bank, Mutual Fund Selling Agent, and Crowdfunding Arranger and conduct CDD and/or EDD activities in the Capital Market Sector, as specified in Article 7 Paragraph 3, Sub-Paragraphs a, b, c, d, and g, are obligated to be LAPMN Users.

What are CORES.KSEI???s functions?

  1. Centralization Function: Act as a centralized database system that electronically stores existing and potential customers’ static data.
  2. Retrieval Function: Retrieve the data and/or documentation of Single Investor Identification(SID (Single Investor Identification number) owning Customers through CORES.KSEI, with the Customers’ approval.
  3. Notification Function: Notifying CORES.KSEI Users on any updates regarding their registered Customers’ data and/or documentation.

How does the CORES.KSEI Customer data retrieval mechanism work?

The Customer data retrieval mechanism works as follows:

  • The registered Customer owns a SID or is registered as an Indonesian Capital Market Investor at a Financial Service Provider.
  • The Customer wishes to open a new Securities Account at another Financial Service Provider.
  • During the new account opening process, the Customer submits an Identity Number (a National Identity Number/NIK for domestic individuals or a Tax Identification Number/NPWP for institutions) or a SID number and a passcode to the new Financial Service Provider, with the following provisions:
    1. If the Customers only submit their Identity Number or SID, then they must provide their approval first before their Know Your Customer (KCY) data can be used by the new Financial Service Provider. Customers can approve the data request through a link sent via email.
    2. If the Customers submit their Identity Number or SID and their passcode, then the Financial Service Provider can directly retrieve their stored data in CORES.KSEI. The Passcodes are generated through AKSES.KSEI.
  • The New Financial Service Provider can now download the Customers’ data from the CORES.KSEI system.

 

Can CORES.KSEI be accessed through a public internet network?

To safeguard the security of Investors’ data, CORES.KSEI can only be accessed by KSEI Participants through the following private networks:

  • JTPM (Jaringan Terpadu Pasar Modal or Integrated Capital Market Network).
  • KSEI-Net

Will a Financial Service Provider be notified if its Customers update their data at another Financial Service Provider?

The Financial Service Provider will receive an email notification if the Customer data they store differs from the master data in CORES.KSEI.

If a Financial Service Provider has already created a Customer???s SID in a KSEI system, does it need to create in CORES.KSEI?

Customer SIDs created in KSEI’s C-BEST or S-INVEST systems will be transferred to CORES.KSEI and can be viewed in CORES.KSEI on the next day. The Financial Service Provider does not need to create another SID for CORES.KSEI. However, the Financial Service Provider must complete the Customer’s data based on CORES.KSEI’s existing mechanisms.

How can Customers approve the retrieval of their KYC data and documentation by a Financial Service Provider?

Customers can approve data and documentation requests from a Financial Service Provider by two means:

  1. Access the approval page via an email-sent link.
  2. Access the LAPMN Menu in AKSES.KSEI through an Approval Confirmation or Passcode.

After the Customer provides approval, the Financial Service Provider can view and retrieve the relevant data and documentation in CORES.KSEI.

Can Customer approvals expire?

The approvals only last for a maximum of 24 hours. Afterward, they will expire.

What types of data and documentation can be administered through CORES.KSEI?

Generally speaking, the data and documentation that can be administrated in CORES.KSEI include:

Data in CORES.KSEI:

  1. Investor Static Data in KSEI’s C-BEST/S-INVEST system.
  2. Other data that generally relate to Investment, Risk Profile, Beneficial Owner, and FATCA (Foreign Account Tax Compliance Act) information.


Individual Customers’ Documentation in CORES.KSEI:

  1. Indonesian Identity Card or KTP (for local individuals, optional).
  2. Passport (for foreign individuals).
  3. Indonesian Temporary Residence Permit Card or KITAS (for foreign individuals, optional).

Institutional Customers’ Documentation in CORES.KSEI:

  1. NPWP (Tax Identification Number)
  2. Documents that show the date of establishment (based on investor type), such as Deed of Establishment, Collective Investor Contract (KIK), Pension Fund Regulation, Business Registration Number, etc.
  3. Articles of Association (optional).
  4. Other relevant documentation (optional, such as Single Business Number/NIB, Financial Statement, etc.)

Why was CORES.KSEI implemented?

  1. To simplify Financial Service Providers and Investors’ account registration and data updating processes.
  2. To help Investors register accounts and update data in multiple Financial Service Providers faster.
  3. To provide a centralized and more efficient data and documentation storage.

Do Financial Service Providers need special configurations to access CORES.KSEI?

  1. KSEI can be accessed with a web browser (optimally with Google Chrome) and does not need any specific software installations. CORES.KSEI Users only need to add specific configurations to their personal computers (PC) to access this system.
  2. KSEI is linked through a closed private network that can only be accessed with PCs that are connected to KSEI’s network. Please ensure that your computer network and PC/Laptop are set up with the following configuration:
    1. a. Whitelist the following IP address in your firewall: 10.197.100.12 port 443
    2. b. Ping IP Address: 10.197.100.12
    3. Traceroute IP Address: 10.197.100.12
    4. Telnet IP Address: 10.197.100.12 port 443
    5. Add the following hostname configuration on your PC/Laptop’s hosts file:
      10.197.100.12 cores.ksei.co.id
      10.197.100.12 cores-api.ksei.co.id
    6. You can find the hosts file in the following folder: C:\Windows\System32\drivers\etc. To change the content in your hosts file, please make sure that your PC/Laptop’s Windows User has administrator’s rights
    7. Ping to cores.ksei.co.id and cores-api.ksei.co.id
    8. If you have completed point a to g steps but the cores.ksei.co.id page is still inaccessible or if the captcha code prompt does not appear, please add the following exception in your proxy setting: ksei.co.id;cores-api.ksei.co.id

When was CORES.KSEI implemented?

CORES.KSEI was implemented on February 12, 2024.

What is the size limit for documents uploaded by Financial Service Providers to CORES.KSEI?

The size limit for attached documents is 5MB per document. Financial Service Providers can attach more than one document based on their needs.   The size limit for each upload is 10MB per .zip file, which can be filled with XML data and document files.

How long will the AKSes.KSEI passcode last?

The passcode will expire after 24 hours.

Are there any changes to the existing process regarding redeeming blocked SIDs?

No. The securities or securities account blocking or freezing process is still the same.
